The Ministry is headed by the Honourable Commissioner who is the political head, while the Permanent Secretary is the Administrative head and the Accounting Officer. Furthermore, there are Six Departments and each is headed by Directors viz:

- Directorate of Finance and Account
- Directorate of Administration and Supply
- Directorate of Sports Administration
- Directorate of Sports Facilities
- Directorate of Youth Development

The Transformation Agenda initiated by the Senator Abiola Ajimobi led administration ignited the zeal and drive to reposition and revitalize The Youth and Sports sector in Oyo State. Subsequently, with the 2nd Term of His Excellency, the administration has fashioned a new policy geared to re-orientate the inherent hindrances being experienced in the field of sports and the emancipation of the youth. In Oyo State today the Ministry is currently re-structuring its operational modalities as such the targeted projects, programmes and activities for Youth and Sports have been re- aligned to focus on seven (7) identified thematic areas:
- Youth Rights, Protection & Participation
- Youth Socialization, Education & Training
- Youth Employment & Social Security
- Youth Sports , Recreation & Health
- Youth Enlightenment & Entertainment
- Youth & Sports Development Facilities
- Youth Skills Acquisition & Empowerment
In the world of Sports, a ‘Janus- faced’ approach has been introduced namely;
- “Catch Them Young”
“Healthy Livelihood through Sports”
- Expectedly, the new dimensions being adopted will ginger and invigorate:
- Age-grade Sporting activities (U13,U15,U17 etc)
- Sustain proficiency of all Sports in the senior category
- Infrastructural Development
- Extended Life expectancy
