• Advise the Government on development of education, science and technology policies

• Oyo State came Ist in the Under 15 Etisalat School Cup football Championship at the National level.
• Oyo State came Ist in the   Under 15 Copa Coca Cola School Cup Tournament football at the National level.

2014 Autonomy of Polytechnics. The Oke-Ogun and Ibarapa polytechnics became autonomous in July, 2014. They were erstwhile satellite campuses of The Polytechnic, Ibadan.

2014 Oyo State College of Agriculture, Igbo-Ora    The college migrated from a Monotechnic to Polytechnic and was renamed as The Oyo State College of Agriculture and Technology, Igbo-Ora.

2015 Rehabilitation of Library at the Headquarters Rehabilitation of Ministry of Education, Science and Technology’s Library.

• The College of Education, Lanlate, became autonomous when it was granted a provisional approval by the National Commission for Colleges of Education (NCCE) to mount NCE programmes.
• It was an erstwhile satellite campus of Emmanuel Alayande College of Education, Oyo.

2016 Art and Crafts in Special Schools Execution of Arts and Crafts Exhibition for handicapped children.

• To develop creative skills in the pupils/students
• To equip the pupil for entrepreneurship skills thus make them independent financially
• Students applied learned skills in producing art work such bead, basic electrical installation etc

  • Enforcement of zero tolerance policy on Examination Malpractices among students in the State.

FUNCTIONS OF THE DEPARTMENT

• Supervises and monitors the activities of Tertiary Institutions in the State.
• Treats all the requests and issues relating to Tertiary Institutions in the State.
• Attends to all issues relating to Students’ Unions of the Tertiary Institutions in the State.
• Represents the Ministry in the Governing Council and Committee meetings of the State-owned Tertiary Institutions.
• Processes the registration and monitoring of all Continuing Education/Study Centres in the State.
• Treats all requests for evaluation of certificates as forwarded by public and private individuals/establishments.

INTRODUCTION

The Applied Science  and Technology  Department of the Ministry is to ensure provision and promotion of qualitative science education below the tertiary level in  Oyo State and promotion of the application of science and technology, especially the indigenous science and technology for socio- economic development, job generation and wealth creation.

FUNCTIONS OF THE DIRECTORATE;

• Formulation of all policy issues relating to science education below the tertiary level in the state.
• Conduct of competitive entrance examination for admission into the seven schools of science and Igbo Elerin Grammar school.
• Monitoring of the Schools of Science to ensure qualitative teaching and good moral standards.
• Procurement and distribution of science equipment and materials to the public secondary schools in the State.
• Coordination and participation in Annual National Science competitions such as;
  • Cowbell Mathematics Competition;
  • STAN Annual Science Olympiad;
  • NNPC Annual National Science Competition;
  • MAN Annual Competition
  • NMC Annual Mathematics and Science Olympiad;
  • Junior Engineers, technicians and Scientists (JETS)
  • NIP Space Science Competition.

• Promote and harness Science and Technology research for socio-economic development, job generation and wealth creation.
• Promote the practical application of research  findings to the development of commercial products.
• Collaborate with higher and Research Institutions all over the country and abroad on scientific researchers.
• Scoot harness and nurture potentialities for local technologies as vehicle for socio- economic development.
• Promote, support and sustain the spread of ICT knowledge and skills throughout the state.
• Recommend and supervise the implementation of ICT projects.
• Support operate and manage information technology applications, databases and communication networks in a reliable and efficient manner.

STRUCTURE OF THE DIRECTORATE:

The Directorate is multi-disciplinary and consists of the following divisions and Units:

• Applied Science Division consists of Bio-technology/Science Development and Alternative Energy Development.

Quality Assurance Department has three (3) units viz:

(ii) Coordination of attendance of the State Ministry of Education at JCCE and NCE

(i) Conduct of Annual School Census for Public Secondary Schools and all Private Schools and input of data into EMIS Centre

(ii) Collation and analyzing of WASSCE and NECO SSCE results.

(iii)  Preparation of Annual Budget Estimate for the Ministry

(iv) Participation in UNICEF activities in relation to Statistical Data

(v)  Coordinate issues on encroachment and Land Matters

(vi) Acquisition of land for establishment of Public Schools

(vii) Preparation of Grants for Ministry Controlled Schools.

 UBE/ETF FUNCTIONS

(i)   Coordinate Self-Help Projects in Secondary Schools

(ii)  Designing of Whole School Development Plan for Secondary Schools.

The Department is in charge of all schools related matters in the State and is divided into the following units:

• Arabic/Islamyyat Schools, Internally Displaced Persons and Child labour

The statutory functions of the Examinations Unit are the conduct of various State   Examinations vis–a-vis

• Screening/Placement Exercise
• Basic Education Certificate Examination (BECE)
• Senior Secondary School I &II (SSS I&II) Promotion Examination
• Mock examination for SS III students in Public Secondary Schools
• Compulsory Examination for Civil Servants, Local Government Staff and Others in comparative Positions
• Issuance of Grade II T.C. Certificate

Confirmation of Primary School Leaving Certificate

Finance and Accounts Department of the Ministry is saddled with the responsibility of taking charge of all the financial activities and accounting duties of the Ministry. Other duties of the department include:-

• The Director (F&A) and Accountant are the co-signatories to the Account of the Ministry.
• Advising in the disbursement of funds in the Ministry.
• Responsible for the development and installation of efficient accounting system of the Ministry with appropriate inbuilt controls.
• Serving as a member of Departmental Tenders Boards and advising on financial implication of contract terms.
• Collating the financial returns of Ministry for onward transmission to other M.D.A.
• Advising on the control and management of fund.
• Taking charge of the disbursement of funds.
• Directing replies to and advising the Accounting officer on Audit and Public Accounts Committee queries.
• Interpretation of Financial Regulations and Treasury Circulars.
• Advising the Chief Executives the Accounting Officer and other Department Head on accounting matters.

Performing any other functions as may be assigned by the Chief Executive/Account

The department of administration and supplies is the coordinating arm of the Ministry. It handles the Administrative (serving as secretariat at meeting, maintenance of vehicles, buildings, offices and equipment), Supplies (procurement and allocation of items) and personnel (appointment, confirmation, promotion, deployment, leave, transfer of services, posting, retirement). It also handles training and re- training of staff of the Ministry. The department has records, open and confidential registries. It has maintenances, stores, and security and transportation units.

    Schedule of Duty:

• Implementation of curriculum as formulated by NERDC (Nigeria Educational Research and Development Council)
• Formatting of Teaching scheme of works for Public Secondary Schools
• Organizing capacity building workshops/seminar on matters/issues relating to curriculum
• Review of Textbooks in line with curriculum for pre-primary, primary, Junior and Senior Secondary Schools.
• Production of continuous Assessment Records (students report cards, Blue and Green Books)
• Selection, acquisition and distribution of core textbooks and instructional materials for schools’ use,
• Matters affecting publishers and Books

The statutory functions of the Examinations Unit are the conduct of various State   Examinations vis–a-vis

Special Education Department caters for education of the Persons with Special Needs, Nomadic Children and the programme of the gifted children.

Oyo State has consistently invested in its special education programme for the persons with Special Needs and Nomadic Children. To this end, the state finances Special Education Schemes for various categories of persons with disability and nomadic children at primary, secondary and tertiary schools levels.

Special Education in the state can be categorized into primary, secondary and tertiary. The State maintains 19 primary schools out of which 10 are residential with total enrolment of 2,506.

There are 11 secondary special units in the state with an enrolment of 533 students.

There are facilities for Vocational Training for these group of students in the Government Technical College with the enrolment of over 26 students. All special needs pupils/students are exempted from the payment of fees and the state government renders financial assistance to the special needs students in tertiary institutions.

Oyo State maintains 279 Nomadic schools. In order to give equal access to appropriate education for Nomadic Children the Ministry had approved additional 44, totaling 323.
